O plenário da Câmara aprovou nesta terça-feira (31) uma medida provisória (MP) que  unifica sistemas de cartórios de todo o país por meio da efetivação do Sistema Eletrônico dos Registros Públicos (Serp). O texto foi aprovado hoje no Senado e agora segue para sanção presidencial e inclui várias mudanças na legislação sobre registro de imóveis e registro civil. 

O Serp, além de unificar o sistema cartorial, vai permitir registros e consultas pela internet. O texto da MP prevê a implantação do sistema até 31 de janeiro de 2023. Após a implantação, as certidões serão extraídas por meio reprográfico ou eletrônico, ou seja, os oficiais de registro estarão dispensados de imprimir certidões (civil ou de títulos). As certidões eletrônicas devem ser feitas com o uso de tecnologia que permita ao usuário imprimi-las e identificar sua autenticidade, conforme critérios do Conselho Nacional de Justiça (CNJ).

De acordo com a medida, o Serp, que deve conectar as bases de dados de todos os tipos de cartórios, será implantado e gerenciado pelos oficiais de registros públicos de todo o país, com adesão obrigatória. O operador nacional do sistema será uma entidade privada, na forma de associação ou fundação sem fins lucrativos, a ser regulamentada pela Corregedoria Nacional de Justiça, do Conselho Nacional de Justiça (CNJ).
